By car, take the motorway to Albertville, then the road 2 x 2 lanes to Moutiers, a pretty village at the gates of the mountain.Then continue through the RN 90 until Bourg-St-Maurice.
Train:
There are direct TGVs from Paris and Lille and direct sleeping trains from the major cities of France that will take you directly to Bourg-Saint-Maurice.
Then go from Bourg-Saint-Maurice to Arc 1600, use the funicular. He joined Arc 1600 in only 7 minutes.
